How smart are ‘Water Smart Landscapes’?

Understanding the effectiveness of alternative approaches to water conservation is imperative for ensuring security and reliability services urban residents. We analyze data from one longest-running “cash grass” policies – Southern Nevada Water Authority's Smart Landscapes program where homeowners are paid replace grass with desert landscaping. use a sixteen year long panel dataset monthly consumption records 300,000 homes in Las Vegas, Nevada. estimate average savings per square meter turf removed an event study difference-in-differences approach. find that participation this reduced treated home's by 20 percent. no evidence degrade as landscape ages. Depending on assumed time horizon benefits removal, we cost authority about $1.88 thousand gallons saved, which compares favorably means or supply augmentation.
